El Desarrollo Rural Sustentable Frente a la Minería al Aire Libre. Un Estudio de Caso en Tetela de Ocampo, Puebla 2012-2016

Abstract

Esta tesis representa una aproximación a la situación minera en Tetela de Ocampo, Puebla. Este documento describe la actividad minera y la utilización del método de explotación, así como las empresas subsidiarias que obtienen las concesiones y sus negociaciones en transformación del territorio, mientras emerge el conflicto social por la defensa de la tierra. Se analizan las características y se hacen los diagnósticos tanto del Sistema Ambiental como los aspectos socioeconómicos y culturales que depende de ella encontrando condiciones de vulnerabilidad y resiliencia por los cambios biogeofísicos de la zona. En el análisis se emplea la medición de los capitales de la sustentabilidad y los modos de vida de la población agrícola-forestal frente a la imposición de los corporativos interesados en explotar los yacimientos de oro y plata bajo el esquema al aire libre. También se aplica la herramienta de la Teoría de Juegos para poder analizar y discutir la situación de la MAL frente a los pobladores del lugar. Se concluye que existen afectaciones al ambiente y no existen mejoras en el manejo de sus ingresos individuales o familiares, a pesar de presentar niveles aceptables en su dotación de servicios públicos. Por consiguiente, al consorcio minero debe de realizar una negociación con la población para su autorización de extracción minera.

This thesis represents an approximation to the mining situation in Tetela de Ocampo, Puebla. This document describes the mining activity and the use of the exploitation method, as well as the subsidiary companies that obtain the concessions and their negotiations in transformation of the territory, while the social conflict for the defense of the land emerges. The characteristics are analyzed and the diagnoses are made of the Environmental System as well as the socioeconomic and cultural aspects that depend on it, finding conditions of vulnerability and resilience due to the biogeophysical changes of the zone. The analysis uses the measurement of sustainability capital and the livelihoods of the agricultural-forestry population, as opposed to the imposition of corporations interested in exploiting the gold and silver deposits under the open-air scheme. Also the game theory tool is applied in order to analyze and discuss the situation of the MAL in front of the local inhabitants. It is concluded that there are affectations to the environment and there are no improvements in the management of their individual or family income, despite having acceptable levels in their endowment of public services. Therefore, the mining consortium must negotiate with the population for mining authorization.
