La transición a un mundo multipolar. El papel de China y Rusia en el marco del Consejo de Seguridad de Naciones Unidas.

Abstract

El orden internacional ha sufrido diversas transformaciones durante los últimos cien años. Después de la Segunda Guerra Mundial los Estados Unidos (EUA) y la Unión de Repúblicas Socialistas Soviéticas (URSS) emergieron como dos superpotencias dando lugar a una confrontación ideológica y a un orden bipolar en el mundo. Tras la caída de la Unión Soviética, EUA se consolido como la potencia preeminente en el sistema internacional. No obstante, en los últimos 15 años el orden internacional está experimentando un cambio sin precedentes. Pareciera que el centro de gravedad político y económico mundial se desplaza gradualmente de Europa hacia el Este de Asía, que es donde confluyen los intereses de las grandes potencias mundiales. De esta forma, hoy en el mundo, parece que está quedando atrás la hegemonía de EUA iniciada a principios de la década de los noventa. Si bien los EUA son un país con un excepcional poder militar, económico y político –características que le brindan la posibilidad de establecer una agenda internacional y con las que además se sirve para intervenir en asuntos locales en buena parte del mundo–, esto no ha impedido que otros Estados se desarrollen, se fortalezcan y se consoliden. Bajo este contexto China y Rusia se están convirtiendo en sujetos esenciales en la transición a un mundo multipolar. Con este proyecto pretendo contribuir a la investigación del proceso de transición a un mundo multipolar, analizando la relevancia de la Asociación estratégica entre China y Rusia; asimismo, examinaré la interacción de ambos países en el marco del Consejo de Seguridad de Naciones Unidas

International Order has undergone several transformations over the last hundred years. After the World War II the United States (US) and the Union Soviet Socialist Republics (USSR) emerged as the two superpowers resulting in ideological confrontation and bipolar world order. They vied to control to Europe. After the fall of the Soviet Union, the United States stood as the preeminent power in the international system. However, in the last 20 years the international order is undergoing unprecedented change. It seems that the center of global political and economic gravity is gradually shifting from Europe to East Asia, area where the interests confluence of the great global powers. In the world today we can see the US hegemony, a result of the defeat of the USSR in the Cold War. The USA have a great power in the world with the global international agenda and the ability to intervene in local affairs, but this has not prevented that new emerging states developed, strengthen and consolidate. Under this context China and Russia are becoming fundamental subjects in the transition to multipolar world. This Project intend to contribute in a theoretical sense clarify current and future problems of transition a multipolar world. In this context I will discuss the relevance of the Strategic Partnership between China and Russia, also I will investigate the interaction of both States in the Security Council of the United Nation.
