Análisis de Procedimientos y Normativas en la Inspección y Verificación de Mercancías Agroalimentarias de Exportación e Importación en OISA, ADUANA, CDMX

Abstract

The National Service for Agri-Food Health, Safety and Quality (SENASICA) works with merchandise inspections to protect agricultural, aquaculture, and livestock resources from pests and diseases of quarantine and economic importance, as well as regulate and promote the application and certification of food contamination risk reduction systems and their agri-food quality, to facilitate national and international trade in goods of plant and animal origin (SENASICA, 2024). This social service report will explain all the procedures that were carried out throughout my stay at SENASICA, where first the method of valuation of products and by-products of agricultural, aquaculture and fishing origin will be addressed, in which the procedures and regulations for the inspection of agri-food merchandise for export and import at OISA, Customs, CDMX will be analyzed. Where the documentary review of the products and by-products was carried out every week for six months, the use of the Tourist Certification (CERTUR) platform to carry out records of meat sample retention, the application of the federal law on animal and plant health in regulated products based on the AGREEMENT that modifies the various one that establishes the goods whose import is subject to regulation by the Ministry of Agriculture and Rural Development, as well as the issuance of the certificate of origin for the export of coffee. In the inspections at SEPOMEX, with the use of canine units, products of animal or plant origin are searched, with this, regulated and non-regulated products are inspected, in case of having a regulated product, a notice is sent where the traveler can order their merchandise to be destroyed based on art. 45 of the federal animal health law.

EL Servicio Nacional de Sanidad, Inocuidad y Calidad Agroalimentaria (SENASICA) trabaja con las inspecciones de mercancías para proteger los recursos agrícolas, acuícolas, y pecuarios de plagas y enfermedades de importancia cuarentenaria y económica, así como regular y promover la aplicación y certificación de los sistemas de reducción de riesgos de contaminación de los alimentos y la calidad agroalimentaria de éstos, para facilitar el comercio nacional e internacional de bienes de origen vegetal y animal (SENASICA,2024). En este informe de servicio social se explicarán todos los procedimientos que se realizaron a lo largo de mi estancia en el SENASICA, dónde en primer lugar se abordara el método de valoración de los productos y subproductos de origen agropecuarios, acuícolas y pesqueros, en la cual se analizaran los procedimientos y normativas de la inspección de mercancías agroalimentarias de exportación e importación en OISA, Aduana, CDMX. Donde se realizó cada semana por seis meses la revisión documental de los productos y subproductos, la utilización de la plataforma Certificación turística (CERTUR) para la realizaron actas de retención de muestras de carne, la aplicación de la ley federal de sanidad animal y vegetal en los productos regulados en base al ACUERDO que modifica al diverso que establece las mercancías cuya importación está sujeta a regulación por parte de la Secretaría de Agricultura y Desarrollo Rural, así como la emisión del certificado de origen para la exportación de café. En las inspecciones en SEPOMEX, con la utilización de unidades caninas, se buscan productos de origen animal o vegetal, con esto se inspecciones productos regulados y no regulados, en caso de tener un producto regulado, se le manda un aviso donde el viajero, puede mandar a destruir su mercancía en base al art. 45 de la ley federal de sanidad animal.
