Fondo Monetario Internacional y su relación con México en la década de los 70´s a los 90´s

Abstract

La relación que hay entre México y el FMI es un proceso relacional con características únicas y específicas, cuya comprensión radica en analizar con detalle sus distintos momentos, formas y niveles constitutivos. A partir de aquí se teje el análisis, lo cual para probar esta afirmación a un nivel conceptual es inevitable revisar la fundamentación teórica de las unidades de análisis y del campo en que se hacen posible, cuyas raíces se encuentran ancladas en la configuración del sistema internacional, si bien buscaban encontrar la racionalidad imperante en su tiempo y espacio, nos remite a periodos históricos específicos y a diversas fuentes teóricas para reflexionar en torno a la relación entre México y FMI. Los momentos de coyuntura estudiados a lo largo de esta tesis es el resultado de procesos diversos que en su conjugación han abierto diversos periodos de crisis (1976, 1982,1994). Algunos de esos procesos tienen raíces de larga duración, otros son de más reciente fecha, donde en cualquiera de los dos puntos queda la pregunta abierta de cómo la situación económica por la que atravesaba México de la década de los 70 ́s a los 80 ́s permitió la puesta en marcha de los “Programas de Ajuste estructural” negociados con el FMI, que paralelamente a la oleada de pensamiento neoliberal que reestructuro las estructuras ideológicas representativas. Este vínculo, si bien ha sido históricamente muy estrecho, está lejos de haber sido armónico y estable. La nueva expansión del capital que comenzó desplegarse en el último cuarto siglo XX terminó reestructurando los cimientos del Estado mexicano, el proceso anunciado en una dura ofensiva contra las posiciones y conquistas de los diques protectores del estado benefactor y pilares de su constitución estatal reflejando la fuerza impersonal y la racionalidad de un proceso que desborda a todos los actores. Permitiendo que las medidas de ajuste propuestas por el FMI fueron avaladas, por el apoyo popular al partido que dirigió las reformas y detentaron el gobierno durante de la década de los 70 ́s y 90 ́s.

The relationship between México and the IMF is a relational process with specific characteristics, its comprehension lies in analyzing with details their different moments, forms and constitutive levels. Based on this, the analysis is weaved to prove this affirmation to a conceptual level and in trying so, it ́s inevitable to revise the theoretical fundamentation of the analyse units and the field in which they are possible made, which roots are anchored in the configuaration of the international system, even if searching to find the pevailing in its time and space, it refers us back to specific historic periods and different theoretical sources in order to have a reflexion about the relationship between México and the IMF. The junctural moments studied along this work is the result to different process in their conjugation have opened different crisis periods (1976, 1982, 1994). Some of this process have roots of long term, anothers are from earlier times, where in any of this two points still remains an open question of how the economic Méxicos situation in the 70 ́s to 80 ́s decade allowed the implementation of “Structural Adjust Programs” negotiated with the IMF, parallel to neoliberal thinking restructure the representative ideological structures. Even though this link has been historically very narrow, far it has been from been harmonic and stable. The new capital expantion that began to unfold in the last quarter of XX century, ended up restruturing the basis of the Mexican State, the announced process in a hard offensive against the positions and conquests of the protective dykes of the benefactor state and pillars of the state constitution reflects the impersonal strength as well as the rationality that overflows all the actors. Allowing adjustment measures proposed by the IMF were endorsed, sponsored by the popular political party who led the reforms and wield the government in the 70 ́s and 90 ́s decade.
