Participación infantil

Abstract

This article gives a conceptual development and the analysis of some practices of children’s participation and citizenship in Mexico. It starts giving a broad international framework that introduced children’s participation as an important element in children’s rights. It makes reference to the paradigm-shift regarding the concept of childhood reflected in the UN International Convention of the Rights of the Child. It analyses the relationship between participation and citizenship to end up with a short account of the national consultations of children, which were started up by NGO‘s and UNICEF and then institutionalized within the Federal Institute for Elections in Mexico. Conclusions are drawn in the sense of highlighting the importance to open up more opportunities for children’s participation in order to draw up public policy.

El presente escrito es una aproximación al desarrollo conceptual seguido del análisis de algunas prácticas de participación infantil y ciudadanía que se encuentran en México. Se inicia con el contexto internacional que propició la aceptación de la participación infantil como un elemento importante para el ejercicio de sus derechos. Se hace referencia al cambio paradigmático con respecto a la niñez que se refleja en la Convención Internacional de los Derechos del Niño de Naciones Unidas. Se analiza la relación entre participación y ciudadanía, para finalizar con una reseña y reflexión de las consultas infantiles-juveniles promovidas por sociedad civil, UNICEF y el IFE en México. A manera de conclusión se hacen algunas reflexiones finales y se da cuenta de la importancia de seguir ampliando los espacios para la participación ciudadana de las generaciones jóvenes.
