Las relaciones Estados Unidos y América Latina en los Foros Panamericanos (1933-1948)

Abstract

Entre 1933 a 1948, las relaciones entre Estados Unidos y América Latina se enmarcaron entre un acercamiento derivado de la reconfiguración en la política estadounidense hacia Latinoamérica, el contexto de la Segunda Guerra Mundial y posteriormente la construcción de un nuevo sistema internacional. El presente texto presenta un panorama sobre la dinámica es esta interacción intercontinental a través de los Foros Panamericanos; los encuentros diplomáticos más importantes del periodo, por su alta convocatoria, la relevancia de los temas tratados ahí y por ser el espacio principal para la cohesión continental. El análisis comprende de dar cuenta del génesis entre la tensión estructural en esta relación a través del contraste de dos visiones de integración: el panamericanismo y un movimiento latinoamericanista. A partir de entonces, estudiar estas dos visiones plasmadas en la interacción diplomática continental, en los diferentes eventos al que las representaciones de los distintos gobiernos americanas acudieron e interactuaron. Los temas tratados, las negociaciones y las resoluciones alcanzadas. Así, atendiendo estas diferencias, el contexto global y regional en que se desarrollan y bajo una perspectiva de la teoría realista, que privilegia la acción estatal en l as relaciones de poder, el objetivo es ofrecer un análisis en torno a las relaciones interamericanas en el periodo señalado.

From 1933 to 1948, relations between the United States and Latin America were framed between an approach derived from the reconfiguration of US policy toward Latin America, the context of World War II and later the construction of a new international system. This paper presents an overview of the dynamic is this intercontinental interaction through the Pan American Forum; most important diplomatic meetings in the period, due to their high calling, the relevance of the topics discussed there and for being the main space for continental cohesion. The analysis includes to account for the genesis among the structural tension in this relationship through the contrast of two visions of integration: Pan-Americanism and Latin Americanist movement. Since then, study these two visions embodied in the continental diplomatic interaction in the different events that representations of various American governments came and interacted. The topics, negotiations and resolutions reached. So, considering these differences, the global and regional context in which they develop and the perspective of a realist theory, which favors state action in power relations, the goal is to provide an analysis on inter-American relations in the period indicated
