Una ruta metodológica para evaluar la capacidad institucional

Abstract

El propósito de este trabajo es construir una ruta metodológica para el estudio y análisis de la capacidad institucional de los gobiernos en el manejo de los asuntos públicos. Para ello, se explora en torno a las siguientes preguntas: ¿qué se entiende por capacidad institucional?, ¿por quién es ejercida ésta?, ¿en dónde se ejerce?, ¿cómo se expresa?, ¿cuál es la importancia de los actores sociales en dicha capacidad?

The intention of this paper is to build a methodological route for the study and analysis of the institutional capacity. To understand the institutional capacity is important to explore the following questions: by whom it is exercised?, how does it express?, where is it exercised?, which is the importance of the social actors in the above mentioned capacity?, and what role does it plays the institutional capacity in the public action?
