Federalismo, sociedad y globalidad: Los retos del porvenir

Abstract

Federalism is analyzed as a form of organization for the contemporary State and the challenges of its future. The document is divided in six sections: the first one addresses the State’s forms for territorial organization; the second and third sections respectively address the characteristics of the unitary State and the federal State; the fourth one deals with some conceptual problems that are a source for mistakes in understanding federalism, such as decentralization and confederations; the fifth and last sections describe federalism’s challenges in the face of a globalized world on the threshold of the 21st century.

Se analiza el federalismo como forma de organización del Estado contemporáneo y los retos de su porvenir. El texto se divide en seis apartados: el primero aborda las formas de organización territorial del Estado; en el segundo y tercero se discuten respectivamente las características del Estado unitario y del Estado federal; el cuarto aborda algunos problemas conceptuales que son fuente de error en la comprensión del fenómeno federal, como la descentralización y las confederaciones; en el quinto y en el último apartados se describen los retos del federalismo frente al mundo globalizado en el umbral del siglo XXI.
