Pluralidad en los gobiernos municipales de Guanajuato

Abstract

This paper analyzes the evolution of the party system in Guanajuato and the growth of the opposition in local government. It also proposes a method for analyzing plurality within municipal authorities. It then applies that method to three periods of government: 1994, 1997, and 2000. Among its most important discoveries is the need to modify the list-based election system. This mechanism prevents municipal councilmen from maintaining close ties with the citizens, in that they have no responsibility vis-à-vis the electorate since they owe their positions to those who placed them at the top of the respective lists. This system encourages councilmen to remain subservient to municipalities’ mayors.

En el presente trabajo se analiza la evolución del sistema de partidos en Guanajuato y el crecimiento de la oposición en los gobiernos locales. Además, se hace una propuesta metodológica para analizar la pluralidad en los ayuntamientos. Posteriormente se aplica la metodología en tres periodos de gobierno: 1994, 1997 y 2000. Entre los hallazgos más importantes se encuentra la necesidad de modificar el sistema de elección por planillas: ese mecanismo propicia que los regidores no tengan un vínculo estrecho con los ciudadanos, pues no tienen ninguna responsabilidad con el electorado, porque les deben el cargo a quienes les permiten integrarse en los primeros lugares de la planilla. Este sistema ofrece incentivos para que los regidores se mantengan sometidos a la figura del presidente municipal.
