México: Federalismo versus decentralización

Abstract

This paper analyzes a modification in the Mexican government’s budgetary policy that, the authors believe, has affected the country negatively. In 1999 the World Bank granted Mexico a loan of USD $606m and, in 2002, the Inter-American Development Bank granted further funding to the tune of USD $300m. Both loans were to support a process of decentralization, to the states and municipalities, of both federal resources and the responsibility and authority for functions currently performed by the federal government: the provision of certain services, for instance. The type of decentralization sought by the two banks is not the same as that being discussed within the Mexican Congress, which is federalism. This paper attempts to showcase the different economic and social implications of the former.

En este trabajo se analiza una modificación de la política presupuestal del gobierno mexicano que, según se considera, afecta desfavorablemente al país. El Banco Mundial aprobó en 1999 un préstamo a México por 606 millones de dólares, y en 2002 el Banco Interamericano de Desarrollo otorgó otro financiamiento por 300 millones de dólares. Ambos créditos apoyarán el proceso de descentralización hacia los estados y municipios tanto de recursos federales como de las responsabilidades y facultades para llevar a cabo actividades que actualmente realiza el gobierno federal, como la dotación de algunos servicios. La descentralización impulsada por los dos bancos no es la misma que discute el Congreso mexicano: el federalismo. Este trabajo intenta demostrar que aquélla tiene implicaciones económicas y sociales diferentes.
