Centroamérica y el mundo en los albores del siglo XXI

Abstract

The central objective of this text is to reflect on the possibilities and limits of Central America in the International post-Cold war system. The central hypothesis of the reflections here presented is that, in the after-Cold War years, Central America lost importance in contemporary international relations. It is true that through the nineties, the region experimented a visible economical recuperation, peace processes and periodic and competitive elections on the political arena. But, the lessening of the central-american disasters has diminished, paradoxically, to the gravitation of that field in the international politics. In the same way, globalization, a process that gives winners and losers in both the world-wide and national geography, seems to have contributed to increase the marginal character of Central America in front of other actors of the International Relations.

El objetivo central del presente texto es realizar una reflexión en torno a las posibilidades y límites de Centroamérica en el sistema internacional de la Posguerra Fría. La hipótesis central de las reflexiones que aquí se presentan es que, en los años posteriores al fin de la Guerra Fría, Centroamérica ha perdido importancia en las relaciones internacionales contemporáneas. Es cierto que a lo largo de los años noventa la región experimentó una notable recuperación económica, procesos de pacificación, y elecciones periódicas y competitivas en el terreno político. Empero, la disminución de la “siniestralidad” centroamericana ha reducido, de manera paradójica, la gravitación de esa área en la política internacional. Asimismo, la globalización, un proceso que arroja ganadores y perdedores tanto en la geografía mundial como en las nacionales, parece haber contribuido a acrecentar el carácter marginal de Centroamérica frente a otros actores de las relaciones internacionales.
