Federalismo y disciplina financiera de los gobiernos estatales en México

Abstract

Faced with the problem of increasing levels of subnational debt in Mexico, Peña Nieto’s government promoted, through the Financial Discipline Law, the establishment of standards regarding budget, debt and transparency for state treasuries with the argument of limiting debt and make public spending transparent. This law imposes measures on sovereign entities in their public finances and tax matters. The hypothesis of this work is that the financial discipline that was promoted further subordinates the local treasuries of the states and municipalities to the federation, affecting the financial sovereignty of the states and thus federalism.

Ante el problema del aumento en los niveles de endeudamiento subnacional en México, el gobierno de Enrique Peña Nieto impulsó, mediante la Ley de Disciplina Financiera, el establecimiento de normas en materia de presupuesto, deuda y transparencia para las haciendas estatales con el argumento de limitar el endeudamiento y transparentar el gasto público. Esta ley les impone medidas a entidades soberanas en sus finanzas públicas y materia hacendaria. La hipótesis de este trabajo es que la disciplina financiera que se impulsó subordina aún más a las haciendas locales de los estados y municipios a la federación, afectando la soberanía financiera de los estados y con ello al federalismo.
