Cobertura, calidad y equidad en el posgrado. ¿Existe algún cambio?

Abstract

The study of the educational system in the upper level and graduate, in recent decades, indicates a number of changes that have affected mainly the public universities. On the other hand the pressures, both internal and external, are pushing the implementation of different mechanisms to evaluate their performance and quality. Questions about social justice, equity and relevance with which the system operates are repeated. The article reviews these criteria and results in this period of time and concludes that the changes made are insufficient and have not reached their intended goals. The quality and equity in higher education in public educational institutions are still an aspiration.

El estudio del sistema educativo en el nivel superior y el posgrado, en estas últimas décadas, indica que ha habido diversos cambios que han afectado principalmente a las universidades públicas. Por otra parte, las presiones, tanto internas como externas, empujan a la puesta en marcha de diferentes mecanismos para evaluar su desempeño en calidad. Preguntas sobre la justicia social, la equidad y pertinencia con que opera el sistema siguen repitiéndose. El artículo revisa estos criterios y sus resultados en este periodo y concluye que los cambios realizados son insuficientes y que no se han alcanzado las metas previstas. La calidad y equidad en la educación superior en las instituciones de educación pública siguen siendo una aspiración.
