Centralización política y grupos de poder en Michoacán, 1920-1940

Abstract

Political centralization processes in postrevolutionary Michoacan, between 1920 and 1940, was expressed as a struggle for the local power among two big political factions, which saw the state as a way to broaden its sympathizers. Even if they both had many things in common, they differed from each other on their position on agrarian matters: one was in favor of supporting small and big property, and in a lesser way the ejido distribution; and the other was in favor of an agrarian reform based on the peasants in the ejidos. The first one was incapable of generating a figure that articulated its different groups and was strongly dependent on federal government; the second finds Francisco J. Mujica and Lazaro Cardenas, two leaders with a great capacity to strengthen it in the ideological an political arena.

El proceso de centralización política del estado posrevolucionario entre 1920 y 1940 en Michoacán, se expresó como una pugna por el poder local entre dos grandes facciones políticas que veían al aparato estatal como un medio para ampliar sus respectivas clientelas. Si bien ambas tenían muchas cosas en común, se diferenciaban particularmente en su posición ante la cuestión agraria: una era partidaria de apoyar a la pequeña y gran propiedad, y en menor medida el reparto ejidal; otra era abiertamente partidaria de impulsar una reforma agraria que se apoyara en el campesinado ejidatario. Mientras la primera es incapaz de generar una figura que articule a sus diferentes grupos y muestra una gran dependencia del gobierno federal; la segunda encuentra en Francisco J. Múgica y Lázaro Cárdenas a dos líderes con una gran capacidad para fortalecerla tanto en el terreno ideológico como en el político.
