El Estado en la marea rosa latinoamericana: Algunas consideraciones generales

Abstract

Las luchas sociales y la crisis del neoliberalismo de fines de la década de los noventa y comienzos de la siguiente década permitieron, en varios países latinoamericanos, el ascenso al poder de gobiernos progresistas o populistas (la marea rosa). Las políticas implementadas por estos gobiernos involucraron mayores grados de intervención del Estado y acarrearon, en consecuencia, un regreso a la agenda política de la problemática del papel del Estado capitalista en la transformación de la sociedad. En este artículo queremos proponer algunas consideraciones generales sobre esta problemática, centrándonos en las siguientes preguntas: ¿acarrearon esas políticas cambios radicales en el Estado? ¿En qué medida esos cambios modificaron las relaciones políticas entre el Estado y la sociedad? ¿Y en qué medida podemos considerar esos cambios como progresivos?

The social struggles and the crisis of neoliberalism at the end of the 1990s and the beginning of the following decade allowed, in several Latin American countries, the rise to power of progressive or populist governments (the pink tide). The policies implemented by these governments involved greater degrees of state intervention and, consequently, brought about a return to the political agenda of the problem of the role of the capitalist state in the transformation of society. In this article we want to propose some general considerations on this problem, focusing on the following questions: did these policies bring about radical changes in the state? To what extent did these changes modify the political relations between the state and society? And to what extent can we consider these changes as progressive?
