Title: Factores que influyen en la efectividad de la planeación ambiental

Description: Independientemente del enfoque de planeación que se use, existen distintas barreras para que los procesos de planeación ambiental se vuelvan efectivos en la práctica y abonen a la transición hacia la sustentabilidad. El propósito de este trabajo es indagar y explicar los factores que pueden incidir en la efectividad de este campo de estudio; darles una estructura, y describir a grandes rasgos sus posibles sinergias. Para lograrlo, se hace una investigación documental sobre este tema, basada en la revisión de literatura teórica y práctica relacionada con la solución de problemas ambientales. Los factores encontrados son de orden institucional y estructural, perceptual y conductual, político, económico y financiero, intelectual y ambiental. Los resultados indican que las actitudes y preferencias de los actores, la falta de voluntad política, además de las restricciones financieras, son los que más influyen en la efectividad de la planeación ambiental.   Regardless of the planning approach used, there are different barriers for environmental planning processes to become effective in practice and pay for the transition to sustainability. The purpose of this paper is to investigate and explain the main factors that may influence the effectivity of this field of study in practice; give them a structure, and describe possible synergies in broad terms. In order to do so, a documentary research on this subject was done, based on the review of theoretical and practical literature related to the solution of environmental problems. The factors found are perceptual and behavioral, institutional and structural, economic and financial, environmental, political and intellect problems. The results suggest that the attitudes and preferences of the actors, lack of political will as well as financial constraints are the three that have the greatest influence on the effectiveness of environmental planning.
