Las ISAPRES y su impacto en el sistema de salud chileno

Abstract

Las ISAPRES son las instituciones privadas de salud que se forman durante la dictadura militar con el objetivo manifiesto de hacer accesible un tipo de atención de mayor calidad y cercanía a la gente. Su aparición motiva -además de una fuerte y sostenida critica a la actividad pública de prestación de servicios- la profunda transformación de la más importante institución de salud de naturaleza pública, el Servicio Nacional de Salud (SNS). Terminada la dictadura, durante los dos primeros gobiernos de la concertación, el sistema de salud se mantiene tal como se constituyó entonces, excepto cambios menores. El panorama sin embargo, es percibido por diversos sectores atravesado por una profunda crisis, tanto de las instituciones públicas como de las privadas. En el presente artículo se entrega información sobre el comportamiento de las ISAPRES en los noventa con el fin de ubicar su papel, ponderar los objetivos inicialmente planteados y su participación en esta crisis.

ISAPRES are the private health institutions created among the militar government by the declareted objective to increase the possibility of population for accessing to health services with a better quality and near to people. Those where created with a strong criticism around the public activity that exist in health, and produced deep transformation into modifying the most important institution, the National Health Service, SNS. At the end of the dictatorship, though little changes were intruded during the Concertacion goberment, the health system remained untouchable. Althought, today many sectors perceives that all the health system is in crisis, either the public or private. This article discusses information about the ISAPRES behavior in the ninetins, to value their rol, ponderate its initial objectives and their participation on the crisis
