Abstract: In the first stage of the war of independence, the royal cash drawer of Mexico registered an important decline in the income from taxes. This was the result of the decision of royal treasury offices not to send its surplus of capital to the capital of the viceroyalship, and due to the lack of organization of the fiscal administration of the viceroyalty. This article gives a neoinstitutional explanation to the decline of royal income. It's main conclusion is that, due to the change in relative prices provoked by the war, it was attractive to province inhabitants not to send its tax surplus. Viceroyal authorities could only accept this situation due to the strong increase in its opportunity cost experienced, in face of the possibility that the provinces could join the independence movement. Variation in relative prices, on the other hand, modified the society and authorities negotiation power. Planning horizons were limited for the authorities thus making independence became more and more feasible.
En la primera etapa de la Guerra de Independencia, la real caja de México mostró una caída importante en los ingresos fiscales. Esto fue el resultado de la decisión de los oficiales reales de otras tesorerías de no enviar sus excedentes a la capital del virreinato, y por la desorganización que en esos años experimentara la administración fiscal del virreinato. El presente artículo proporciona una explicación neoinstitucional a la caída de los ingresos reales. Su principal conclusión es que, debido a un cambio en precios relativos, provocado por la guerra, se hizo atractivo para los habitantes de las provincias dejar de remitir a la ciudad de México sus excedentes fiscales.
