Reforma política y sociedad civil en Belice, a fines del siglo XIX

Abstract

Even if consultations and public debates in Belize is an old practice, since it dates to the 18th century, in March of 1994 the SPEAR, a Canadian non-government organization, monitored the civil Belize society. The results showed the need to create a proper political atmosphere, considering the 1998 elections. The PUP (People's United Party), the winning party, had emitted a manifest in which health, economy, sports and belicean habitat were pointed out. Nevertheless, it wasn't until January of 2000 that a Political Reform commission gave an impulse to many recommendations (see annex) in which the definitive spirit is to have Belize as part of the international scene.

Aunque en Belice la práctica de las consultas y debates públicos es añeja, pues data del siglo XVIII, en marzo de 1994 la SPEAR, una ONG canadiense, monitoreó a la sociedad civil beliceña. Los resultados indicaron la necesidad de crear un ambiente político propicio, en vista de las elecciones de 1998. El PUP (People’s United Party), el partido ganador, había emitido un manifiesto en el que se puntualizaba sobre salud, economía, deportes, hábitat beliceños. Sin embargo, no fue sino hasta enero de 2000 en que una comisión de Reforma Política impulsó muchas recomendaciones (véase anexo) en las que el espíritu definitivo es ingresar a Belice en el escenario internacional.
