Hacia una Ley General de Aguas basada en la sustentabilidad

Abstract

This article addresses the need for a General Water Law (GWL) that includes both a vision of human rights and the integrated management of water resources, which includes the protection of the functionality of ecosystems and their impact on welfare and social development. The article takes up a broad exposition of the current water problem and worrying aspects of the current National Water Law. Finally, the article mentions the approach and the main conservation instruments that are enunciated in the GWL initiative promoted by the Thematic Coordination of Environment and Natural Resources (Parliamentary Group of Morena- LXIV Legislature) and invites reflection on the necessary change paradigm in the regulation of water in Mexico

El presente artículo aborda la necesidad de una Ley General de Aguas (LGA) que contemple tanto una visión de derechos humanos como el manejo integrado de recursos hídricos, que incluya la protección de la funcionalidad de los ecosistemas y su impacto en el bienestar y desarrollo social. El artículo retoma una amplia exposición de la actual problemática del agua y aspectos preocupantes de la actual Ley de Aguas Nacionales. Finalmente, el artículo menciona el enfoque y los principales instrumentos de conservación que se enuncian en la iniciativa de LGA promovida por la Coordinación Temática de Medio Ambiente y Recursos Naturales del Grupo Parlamentario de Morena de la LXIV Legislatura e invita a la reflexión sobre el necesario cambio de paradigma en la regulación del agua en el país.
