Abstract

Among 2000 and 2011 there were three major sewage floods in the municipality of Valle de Chalco Solidaridad (Estado de México). One was presented in 2000, another in 2010 and the third one in 2011. They have not been presented again, however, this municipality is highly vulnerable to disasters associated to rains, sinking and floods. This document exa-mines the testimonies of people who participated in a focus group; they narrate the facts of those events, as well as their experiences and perceptions regarding the actions taken by the State to prevent future floods. Both the population and the government are not prepared or coordinated to face them; so, if it happens, they will act reactively, as has already happened in the past. An important part of the community has tended to organize around the chur-ches to provide aid to those affected.

Entre 2000 y 2011 se registraron tres grandes inundaciones de aguas negras en el municipio de Valle de Chalco Solidaridad (Estado de México). Una sucedió en 2000, otra en 2010 y la tercera en 2011. No se han vuelto a presentar, sin embargo, este municipio es altamente vulnerable a desastres asociados a lluvias, hundimientos e inundaciones. Se examinan los testimonios de personas que participaron en un grupo focal, mismas que relatan los hechos de aquellos eventos, así como sus experiencias y percepciones ante las medidas precautorias hechas por el Estado para evitar futuras inundaciones. Tanto la población como el gobierno no se encuentran preparados ni coordinados para afrontarlas, por lo que, de llegar a suceder, se actuará de manera reactiva, como ya ha sucedido en el pasado.
