Políticas habitacionales y residencialidad

Abstract

Public policy and programmes for housing renovation are factors that have had direct impact on the construction of the residency in the the historic centre of Mexico City’s inner popular habitat. In this document are revised the housing policies in order to identify the factors that have contributed to or have violated the right of the people to remain in their living space. The conclusion is the importance of the breakdown of such policies and the importance of social mobilization as a factor of permanence.

Las políticas de regeneración habitacional (como parte de la renovación urbana) son, indudablemente, factores que han tenido incidencia directa en la construcción de la residencialidad en el hábitat popular del Centro Histórico de la Ciudad de México. En el documento se hace una revisión de tales políticas tratando de identificar los factores que han favorecido o vulnerado el derecho de la población a permanecer en su espacio habitable. Se concluye en la importancia del desglose de tales políticas y en la importancia de la movilización social como factor de permanencia.
