Violencia estructural, marcos de interpretación y derechos humanos en México

Abstract

In this article, I analyze President Felipe Calderón’s “fight against organized crime” policy as a discursive strategy justifying his style of government. I observe how he constructed a framework of war as a framework for understanding, interpretation and reference, and how he inscribed the policy in that framework. My analysis centers on the way in which civil society organizations  defending  human  rights  respond  to  the  narratives  that  give  shape  to  the  framework of war. I study both discourses (that of the government and that of the organizations) in terms of three key interpretative positions, the categories of security, violence and victims, along with the strategies involved in each of them. Specifically, I look at the meaning those three perspectives give to the actions of the two types of actors.

En  este trabajo se lleva a cabo el análisis de la política de “combate al crimen organizado” como una estrategia discursiva de Felipe Calderón para justificar su forma de gobernar –para lo cual creó un marco de guerra como un marco de comprensión, interpretativo o de referencia en el que encuadró dicha política–, centrado en la manera como las organizaciones civiles defensoras de los derechos humanos contestan las narrativas que dan contenido al marco de guerra. Se analizan ambos discursos (el gubernamental y el de las organizaciones) a partir de tres claves de interpretación: las categorías de seguridad, violencia y víctimas y las estrategias que derivan de éstas. Es decir, el sentido que dichas claves dan a las acciones de ambos tipos de actores.
